Services
Engagements range from a short assessment to a full ready-for-operations program. The focus is consistent: what the asset has to do each day, and whether the people, procedures and systems around it are able to do it.

Business and functional process design for regasification and liquefaction terminals on five continents, covering engineering, risk, operations, maintenance and commercial. Led the reorganization of a national oil company's liquefaction capability and the supporting processes for gas production, processing, terminal optimization and by-product sales.

Project phase
Work delivered in pre-FID, post-FID, commissioning and operating environments — each phase informed by having lived with the decisions made in the one before it.
Operating philosophy, staffing and process design established and costed before the investment decision.
Business and functional design carried into execution, with operating systems scoped alongside the facilities.
Ready-for-operations handover: procedures, management of change, document control, EAM and metadata.
Control room management, integrity programs and optimization once the asset is in service.
About
J. Bartley began as a field worker and advanced through positions of increasing responsibility with oil and gas pipeline companies into functional leadership. Most recently he led midstream and LNG engagements within the pipeline and LNG groups of a global consulting firm.
His area of focus is midstream and LNG, including design, construction, maintenance, risk and asset integrity, along with the business systems and operations that support those areas. Based in Houston, he has provided midstream and LNG related services in Australia, Russia, China, the Middle East, Africa, South America and North America, in pre-FID, post-FID, commissioning and operating environments. He also supports pipeline integrity and operations in the LDC arena.
Blue Quail Services is the independent practice through which that work is now offered directly.
